..Some people are going to Moscow, with fanatic insistence try
to meet foreigners, penetrate into the capitalist embassies with
maniac intentions or demands for political asylum to be given to
them.
Many suffering psychic illness are trying to create new "parties",
different organizations, unions, are preparing and spreading project
reglaments, program documents and laws. For example Shevnin U.S.
has and is imposing on the others the maniac idea of creating a
"Council for control of the activity of PolitBureau of the Central
Committee of Communist Party of Soviet Union (CPSU) and local party
organizations", for this purpose he has accomplished a search and
manipulation of fellow-thinkers, has gone to Moscow to meet with
the activists of the Communists ant Workers for a "discussion" of
this matter, chant aging people, which had not wished to support
him, produces treats by letters to the Secretary of the Novocherkaskian
General Committee of the CPSU in Rostov region in the connection
with certain events in 1962;Beh A.I. has made attempts of creating
an illegal "party". Still B.A is systematically preparing and spreading
documents with politically damaging contents, demanding for creating
of so called world cabinet.

…In the connection with this KGB considers rational to charge the
Ministere of Health of USSR, the KGB in the Ministers Council of
CPSU and the Ministere of the Inner Affairs to introduce in the
first half of 1970 for debating in CC of CPSU a proposition for
uncovering, registration and in certain cases isolation of the psychotically
ill like a whole in the USSR.
